Bill Theiss was the creative and imaginative wardrobe designer for ST: TOS. The following is trivia about the talented Mr. Theiss from AMIANNOYING.

Bill had a brief, unsuccessful career as a painter.

Producer Robert Justman who worked with Bill on the original show, commenting about Bill as they worked together on ST: TNG. "Still impatient, contentious, and very private."

Bill was famed for designing costumes for actresses that were sexy without actually revealing anything that TV censors could legitimately object to.

The Theiss Titillation Theory: The sexiness of an outfit is directly proportional to the perceived possibility that a vital piece of it might fall off.

Bill won an Emmy Award for Outstanding Costume Design for ST: TNG episode "The Big Goodbye" in 1989.

Bill's will stated that the Star Trek costumes he collected were to be auctioned off for Project Angel Food. This was an L.A.-based non-profit group that would deliver meals to people with AIDS, cancer, and other diseases.

So Bill was not only a tremendously talented gentleman, he was equally kind and thoughtful.

Which costumes did Bill design? Was it the ones worn in the "Dixon Hill" mystery (the 1940s outfits), or was it the other costumes used in the episode?

Perhaps it was all of the above.
Very Happy

Theiss was the costume designer on TNG's first season, and he won the Emmy for the Dixon Hill holodeck costumes, specificlally.

In 2020 I wrote a piece about him for StarTrek.com titled
William Ware Theiss In and Out of Uniform, which you can read here.
