Budget limitations and also politics. From the Star Trek Writers' Guide (as quoted by David Gerrold in The World of Star Trek):

I know Bog's long gone, but for anyone reading his post now, he repeated the above myth about the connection of this episode to "The Naked Time". Michael Kmet and I explored what actually happened with "Naked Time" as a "part one" in our FACT TREK article "The Naked Cliffhanger" (link). This will be followed by a piece we're still working on titled "The Naked Time Warp".

When I posted a copy of the review from Bog's "lost" board, The Galactic Base of Science Fiction, here on All Sci-Fi (along with 500 others) I was puzzled by his statement concerning a planned two-part episode.
I just couldn't imagine The Naked Time having anything to do with time travel, nor could I fathom why the producers might want to pair up a serious and intelligent TOS story with the least serious-and-intelligent one! 
As for the late Andrew Bogdan, I'm still puzzled why he labored for five years to attract members to The Galactic Base of Science Fiction — and only acquired 15 total members, even though he posted over 3,000 comments himself.
We had 265 members on the old ASF when Andrew was my invaluable co-site administrator from 2008 until ASF crashed in 2014 . . . but as far as I know he never told a soul about The Galactic Base of Science Fiction from the time he created it until his death, in 2015!
If I'd known about it during that time I'd have encouraged our members to join, and I'd have contributed to his board the way he contributed frequently to this one! 
It still saddens me to consider the fact that if he was with us today, we could discuss and debate so many interesting ideas right here on ASF.
And yet, I checked his board a moment ago and it still attracts "guests" — just like we do here! Here's what the main index of Bog's board says at the bottom.
Most users ever online was 309 on Sat Jul 03, 2021 .
That's impressive for a board that's had no new posts since Andrew Bogdan died in 2015.
Compare that to the statement at the bottom of ASF's main index.
