This is one of the most imaginative stories this wonderful series presented. And it showcased the talents of Robert Picardo — a tour de force for his admirable talents.
Not only that, most of the other main cast members were involved in the complex plot, because the Doctor's holographic program had to "jump around" and assume the identities of other crewmen throughout the story!
This was done, of course, to outwit the chubby and greedy aliens who were conspiring to steal technology from Voyager — even if this meant disabling the ship and stranding them in the Delta quadrant! 
The episode was the next-to-last one in this magnificent series!
