The sound effect for the people being turned inside-out was apparent made with some object made of rubber.
It sounds a bit like a rubbber glove being pulled off a hand, but I think is something large, creating lower and more ominous sound.
I Googled the question and got this answer from otrcat.com

Arch Oboler used a wet rubber glove to make the sound of people's bodies turning inside out due to a mysterious and deadly fog in the Light's Out / Drop Dead recording of "The Dark."

That surprised me, but then I wondered if the recording of the rubber glove was slowed down a bit to lower the pitch and make it last longer. _________________ ____________
