There's a page of notes in the front of the "Journey to Babel" script, presumably written by Fontana, as it sounds like her. This is what it says:

MAKEUP-COSTUME NOTE
Regarding Aliens:
SAREK and all Vulcans will have established Vulcan makeup. They will not have ceremonial costumes, as depicted in "AMOK TIME”. Their clothes should look functional and practical, with the possible exception of Sarek's costume for the dining room sequence. Consider having Sarek wear some sort of "badge of state” at all times,
GAV - the Tellarite is short somewhat thick-bodied. Tellar is a savagely cold planet, and Gav's humanoid body is thickly matted with fur. We will not see much of this, as he is well covered with special clothes which have cold circuits built in for comfort. Gav has an almost human face: but his brows and hair line are especially bushy, and he has a beard and moustache to match. His nose, however, is wide and almost square at the end… almost a snout.
SHRAS and THELEV - Andorians. They are humanoids, tall and quite slim. If at all possible. the ears will be played down (taped back?), but there are two delicately tapered antenae curling from the head. Despite their almost fragile bodies. Andorians are a fierce warrior breed. Their dress indicates this to some extent, and will include a vicious looking bladed weapon...which is carried for use and not ceremony. Andorians are pale blue.

Very cool piece of Trek history to read. Thank you for providing it Maurice.
By the time they could do Star Trek: Enterprise (2001~2005) the sophisticated makeup allowed the Andorians antennas to move on the actor's heads. |

A-ha! Memory Alpha answers the age-old question as to why Mr. Spock's parents and their Vulcan delegation chose to board the Enterprise via a Star Fleet shuttlecraft rather than beam up via the star ship's transporter, even though the Enterprise was in orbit of the planet Vulcan.
It was a budget saving measure.
With the cost of doing Vulcan, Tellerite, and Andorian make-up for the guest stars as well as costuming; and the outer space footage of the attacking spaceship, there was no money left over for the transporter visual effect. The answer was to have Sarek & Amanda & company arrive via shuttlecraft.
It works out better that way due to the production saving $$$ by filming the Vulcan delegation on the hanger deck in my opinion. This was a more dramatic & impressive entry for the guest stars compared to seeing them beam onto the transporter pad. The hanger deck appearance had more pomp and circumstance to it compared to an arrival in the smaller transporter room. |

Plus, consider that a shuttlecraft entrance would produce more "pomp" and distinctive image than a "beam in".
It would be "red carpet" entrance indeed!

Good points!
And the fact that the shuttlecraft existed and was impressive so they probably just wanted to use it.
As you said it did add some gravitas to Sareks entrance. |
