In 1994, overpopulation has forced the totalitarian government to prohibit couples from having more than one baby.
Michael Cole ("The Mod Squad") and Janet Margolin break the law by having a second child, after which they are forced to flee from authorities. Edward Asner ("The Mary Tyler Moore Show") is a government agent sent to track them down.
Van Heflin makes his last screen appearance as a retired senator who remembers the good old days and thinks the government has gone too far. He helps the fugitive couple avoid capture while they make their way to Canada.
An above-average TV movie with good performances by the fine cast and good direction by John Llewellyn Moxey. _________________ ____________

The four minute clip below seems to indicate that the production quality of this made-for-TV movie is quite good, with competent acting and direction. I think I'll download the movie and give a look sometime.
