According to the Director, the movie was very low budget. They were borrowing terrain pieces from other movies, the black suits were modified motorcycle suits, and I bet the helmets were modified motorcycle helmets.

There'a a nice little write-up on the film on this site. It claims the budget was $200,000, but provides no source for that.

A much more detailed account of the film and how Bava made it can be found in this piece titled "Giallo Delirium". Giallo (which is Italian for yellow) is genre of murder mystery fiction and murder mystery horror-thriller film .

Joe Dante's Trailers From Hell on this film in interesting in pointing out that all the effects are in-camera, and that there are no opticals.
