Well, I've heard of the sh!t hitting the fan (but I see these are in the water lines, rather than sewer lines). _________________ ...or not...

Well, yes -- but when you flush the toilet the fresh water coming in would power the turbines. So, flushing does generate electricity.
But of course, they can't put the turbines in the sewage lines because they would block the flow of the poop!  _________________ ____________

Yeah, along with every other usage of water in the city. Maybe generating electricity from watering the lawn is not quite as "glamorous".
Wait a minute... That's right; they don't water their lawns in Portland! _________________ ...or not...
