Europa is a 2011 short film that I found by accident on the SHORTS HD channel (573 on DirecTV).
There is no information on either Wikipedia or IMDb. The original story is by Colby Oliver and screenplay by Joe Aaron. Directed by David Gidali.
In 2079 worldwide drought and dozens of nuclear plant meltdowns have caused 88% of Earth's fresh water to become radioactively contaminated. (Silly, but it's just a background plot point.) The U. S. government has charged the Argiope Corporation with finding alternative sources of fresh water. They found a bacterium on the oceans of Jupiter's moon Europa that will reverse the pollution and remove the radioactivity. (I told it it was silly!) They send a modified version of a small nuclear submarine along with Grant Clarke, a falsely accused Navy SEAL to Europa to obtain the bacterium. During the mission he has to deal with his internal guilt and a snarky scientist.
Cast
Don Michael Paula as Commander Grant Clarke, USN
Kirsten Berman as Dr. Beatrix Foucault
Timothy Guest as Captain Martin Houk
Ian Anderson as First Soldier
Rebecca Welch as Second Soldier
Joseph Culp as Mission Control / Hologram
Joellen Anklam as CPU
The trailer can be seen at https://www.youtube.com/watch?v=mSM1nZ3MY6M

Good news! It's listed on IMDB now, Butch, and here's the link.
http://www.imdb.com/title/tt2123935/?ref_=fn_al_tt_1
The plot summary reads like this.
_____________________________________
A falsely imprisoned war hero is sent to the moon of Jupiter to man a submarine and retrieve an earth-saving bacteria, but has to deal with his own guilt and a cheeky female scientist that insists he do it for the right reasons.
