Movie buffs who love The Prince and Pauper (1937) will enjoy this twist on Mark Twain's tale which stars the same two talented twins — the Mauch twins.
The are three "Penrod" movies, of which this is the third. Here's what I found.

This time they play two boys in middle-America during the 1930s whose lives intertwine through an incredible twist of fate.
One of the boys is a likable youth in a small town who is accidentally carried off in helium-filled balloon from a local carnival. But before he's rescued several weeks later (somehow . . ), a con man and his young accomplish try to collect the reward from the distraught family by passing the boy off as their missing son, because the two boys look like . . . well, identical twins.
Meanwhile, the real son — located several states away after the balloon came down — can't convince the local sheriff that he's the real son, because the con man and his young accomplice have already collected the reward and passed off the imposter as the real son!
As with The Prince and Pauper, one of the boys undergoes an important change in his nature as a result of the experience.
I don't fault this clever movie for repeating the basic premise of the Mark Twain classic, because it alters the idea enough to make it very entertaining in it's own right.
