This is from the report that Starbase 11 Commodore Jose Mendez allows Captain Kirk to read about the planet Talos IV.

Subject: TALOS IV in third quadrant of vernal galaxy.

Known facts: Detailed information cross referenced with 3XY phagrin level --- mass computer.

The only Earthship that has ever visited planet Talos IV was U.S.S. Enterprise commanded by Captain Christopher Pike with Half-Vulcan Science Officer Spock.

Recommendations: Be it hereby noted that said following instructions be incorporated into STARFLEET policy --- NO ONE WILL EVER VISIT TALOS IV.

The following officers have visited TALOS IV and recommended that no human should ever visit it again --- Captain Christopher Pike
Half-Vulcan Science Officer Spock.

STARFLEET COMMAND by order of Robert L. Comsal COMMANDING OFFICER.

Of course, the above text appeared for a second or two on-camera and was never meant to be read by the viewing audience. "Vernal" means "of, relating to, or occurring in the spring." "3XY phagrin level" is gibberish. And why is Spock referred to as "Half-Vulcan science officer" not once, but twice?

The reference to Spock as Half-Vulcanian might have been noted for dramatic purposes. Along with the fact that Mr. Spock is the protagonist in this 2-parter.

It does seem to come as racist though by Starfleet.
