Dana Andrews plays a scientist with a television camera/transmitter implanted in his eye.
He's trying to prevent the Russians from getting the plans for a new superlaser, but his efforts are hampered by the fact that the Russians have kidnapped his daughter (Pier Angeli, who co-starred with Kerwin Matthews in another Italian spy adventure, 1964's "Shadow of Evil").

The camera-in-the-eye gimmick brought to mind Journey to the Far Side of the Sun, which also started out with a spy with an eye camera. But this movie preceded JTTFSOTS by three years. _________________ ...or not...

Some nice screenshots and background information for the movie here.
I'm glad they changed the title from "Berlin, Appointment for the Spies," which seems kind of klunky. It looks as if, while his character did have the camera-eye, Dana Andrews wasn't the main secret agent here, with Brett Halsey starring as the (less than) exotically-named Bert Morris.  |

Thanks, Custer! The site had a better version of the poster, although I had fun changing to composition to make it look more like the first one I used — which was this one.

The version you've now put at the top is a great improvement — good work! The earlier one does rather look more like the poster for a horror movie, with the spy's green-mottled face. |
