When they were going to do "Doctor No", Patrick McGoohan was their first choice to play Bond. He turned them down, as he thought the character to be immoral. "Ice Station Zebra" proves that he would have been THE Bond. Nobody did smoldering, barely contained fury better than Patrick McGoohan.

I guess the bottom line here is that Patrick wasn't really interested in doing a series in which the episodes where like chapters in a book that followed a story arc to a satisfying conclusion.
He turned the show into a buffet, with episodes that were like a series of entrees, not a meal with dishes that complimented each other.
Anyway, that's just my opinion. Now I think we should all go to lunch . . .

Okay, this is definitely SPOILER territory, but if you listen to the opening narration the right way the big answer is right there from the get-go, depending on how the actor reading Number Two's line inflects it:
Six: Who are you?
Two: The new Number Two.
Six: Who is Number One?
Two: You... are Number Six.
...or...
Two: You are... Number Six.
