The 1998 movie was apparently pretty bad. Wikipedia has this in the "Reception" section of its article.

Phantoms received a 13% rating on Rotten Tomatoes, based on 31 reviews. Roger Ebert gave the film 1 star out of 4, saying: "If only we could learn to think more kindly of those who digest us, this movie could have ended happily". The film grossed $5.6 million at the box office.

I enjoyed it, its a nice little monster movie. Peter O'Toole was very good, and Ben Affleck was good for a laugh in his cowboy hat. They really should have had someone show him the proper way to wear a hat.
An unintentional blooper was a scene where they look at expended cartridges on the floor of the Police Station, and they are blank rounds. You can tell because they are crimped.
