They didn't want a monster as depicted in the later film, so they made him human norm. But later they decided to fill in all the gaps and show Palpatine actually morph into the ugly Emperor as seen in the later film! I agree his monstrous appearance might have been better explained away as his devotion to the Dark Side destroying the cells in his body over the years but they knew most people watching wouldn't understand that theory!

GREAT MOVIES FROM THE 1980s!
The 1980s turned out to be a sort of 2nd Golden Age of Science Fiction. This movie is an example. Here's why.
________________________________
The Science Fiction train was picking speed by 1983, in just the same manner it did in the 1950s, and with the same kind of variety! This movie proved that "sci-fi" had legs, Hollywood had more confidence in it.
So, we got cerebral movies like these.
Brainstorm
Strange Invaders
Twilight Zone: The Movie
Videodrome
Wavelength
________________________________
But we also got highly entertaining movies like these.
The Right Stuff
Spacehunter: Adventures in the Forbidden Zone
WarGames.
